COST CONTROL IN THE TRENCHES
In large companies, not all of the labor that is needed by your program is
performed by people exclusively on your program. FMs are a key example.
Your EE manager, for example, may have 20 engineers reporting to him
or her; maybe only 4 of them are working on your program full-time, and
2 are spending 50% of their time on your program because of temporary
needs such as for an Field Programmable Gate Array specialist. At the
end of the day that FM (if he or she is a direct charge) will have to account
