Web Services in SharePoint

Most administrators I know guard production servers with a jealous zeal. They claim it's a job mandate! However, this zeal often becomes a barrier to forward movement, at least from a developer's perspective. For instance, a developer can bang out a spiffy new application in a wave of late night coding. But she can't simply deploy the application to production! For obvious reasons, things don't work that way and they shouldn't either.
