Measurement Program Maturity

Some things take money; some things take time; measurement programs take both. When dealing with any product’s lifecycle, it is desirable to move quickly to an equilibrium point of getting the desired output with minimum input and then remaining responsive to changes in demand while maintaining high levels of efficiency. This maturing process applies equally to measurement.
