Perils of peer review in a small country? The Performance Based Research Fund in New Zealand
We investigate the New Zealand panel-based research assessment model and the Performance Based Research Fund, drawing on surveys of panel members. We conclude that the PBRF has encouraged a greater quantity of research, but may have created other problems, including a high cost for questionable benefits. We suggest lessons for other models of research assessment.
