gang member is far different from targeting a judge, a prosecutor,
or similar gure)? Even if there is no history of attacks, does the
criminal organization encourage or allow attacks on law enforce-
ment, etc.?

of conducting a targeted attack (such as an ongoing criminal case
against a leader of the gang)?
