Public administration as an aspect of government activity has existed ever since the emergence all political systems. The concept of ‘comparative public administration’ first came into being in Woodrow Wilson’s pioneering article, ‘The Study of Administration’ published in 1887. In this article Wilson stressed the need for comparative studies of administration. The idea of comparison got momentum, and it came to be widely held that without comparison, there can be no scientific study of administration.
