Governments have an “obligation of result,” which speaks to [an] obligation to ensure that their actions—policies, plans, budgets, programs—actually result in an increase in people’s enjoyment of their rights. Work of groups that assess the impact of government expenditures is an important way to analyze compliance with this obligation of result.
