The Finnish public library system is robust and well looked after by its government. While Finnish public libraries lagged behind their European counterparts in the early decades of the twentieth century, they have steadily gained and even overtaken them since. Finland has passed library legislation and it provides policies at the national level that provide guidance as well as well-defined administrative and funding structures.
