Head over to the Google Play Developer Console at https://play.google.com/apps/publish.
Once you're signed in with your Google account, select the Publish an Android App on Google Play option, which is the top-left in the quadrant of cards made visible:
You'll be prompted to give your app a Default language and Title:
Once you create the app, you'll be taken to a page that allows you to edit the details of your application.
