CHAPTERS 4 and 5 discussed the first part of the virtuous cycle: needs identification. In this chapter we turn our attention to the next step, transparent investment. In a transparent investment process, opportunities meet a well-defined prioritization process designed to identify winning proposals. The output of the process is a set of approved initiatives for development (along with a list of rejected or deferred initiatives).
