its popularity has declined in recent years because of reductions in the proportion
of unpaved roadways, problems due to contaminants in used oils (such as PCBs,
polychlorinated dibenzodioxins [PCDDs], polychlorinated dibenzofurans [PCDFs]),
competition from other used oil end uses (re-rening), availability of alternative dust
suppression substitutes (calcium chloride and surfactants), and precluding environ-
mental regulations. In fact, studies suggest that the potential effects generated by
road oiling on health and the environment are severe enough to discourage or pro-
