This report was commissioned by the Scottish Environmental Protection Agency
(Scottish EPA 2005) as a two-phase study whose primary objectives were to
quantify used mineral oils in 2003 in Scotland, to identify waste management
practices and infrastructure, and to assess alternative markets and technologies
for the treatment and disposal of mineral oil wastes. These wastes were identied
as being made up of two components: the used mineral oils together with oily
wastes which consisted of other waste materials that had been contaminated with
