islated actions. Despite federal and state requirements to use recycled oil
products in their vehicles where practicable, this was apparently not being
done in many cases, and there did not seem to be any enforcement of this
requirement.
The Italian practice of payments to recyclers had been shown to work well, and
the Australian system of tiered monetary incentives was also effective. The
Australian product stewardship for oil (PSO) program paid $0.50/L (0.264
US gallons) for re-rening processes, $0.03 to $0.07/L (0.264 US gallons) for
diesel products, and nothing for recycled fuel oil. Another option would be to
