not be included in emergency response plans. Also not included in the guidelines listed
in this chapter are methods to activate emergency responders and, except in some cases,
the need to notify others within the organization. Planners should identify these needs and
document them appropriately.

The days since 9/11 have shown that terrorists are capable of using nonconventional
means to carry out their objectives. In our rush to protect against these ne w forms of
