In digital communication governance and regulation, the most extensive and intensive discussions in this space have been around Internet governance. Two summits were organized by the United Nations (UN) in 2003 and 2005 to address it. Hitherto, there had never been two UN-level summits on any issue. Although intended to discuss the development of the information society for the world, the burning issue that emerged was that the Internet was run by the United States. Can the US Government cut the Internet’s connection to a country so that its Internet infrastructure is unusable? As will be shown in this chapter, that major obstacle has been overcome.
