Human and Structural Vulnerability

This appendix has been developed based on adapting material prepared for the Range Commanders Council (RCC) 321 Supplement (Risk Committee, Range Safety Group, Range Commanders Council, 2007). It addresses the vulnerability of people and structures to hazards generated by launching space boosters. In most instances, vulnerability will be characterized by a threshold. The threshold has been determined to assure that only approximately 1% of the time could lesser hazards produce the adverse outcomes. Selected vulnerability curves have been included to provide a context for these thresholds.
