Introduction

On December 9th 1986 the Swedish delegation at the Council of Europe Meeting in Vienna expressed the following view on satellite broadcasting in Europe:

Although it would be too simplistic to divide Europe into transnational broadcasting countries and transnational receiving countries, it is nevertheless true that, in general, the larger countries, with their more extensive financial and production bases, have been the first to take advantage of the new technological developments and transmit new programme services to their neighbours.
