Consider the power of a school system. Carter is a third-grade student with a specific learning disability in reading. His parents are faced with the decision of whether to return to face-to-face learning at school after months of online learning due to pandemic. This decision is not made lightly. Considerations are weighed regarding school safety measures, at-risk family members within Carter’s home, the quality of education received in an online environment, and outcomes related to state testing initiatives. In many states, the third grade is a milestone year during which students are often retained when reading achievement is not met. Carter’s parents must take all of this information into account, demonstrating the breadth and depth of the impact that each system/subsystem has on a child’s educational outcomes.
