Historically, once the top-level leaders at General Motors decided to close a plant, they did not change their minds, and there was little anyone in the affected communities could do. GM generally deliberated, carefully evaluated, and nurtured any strategic idea internally and under nondisclosure agreement confidentiality until the company was ready to publicly unveil the decision.
