SCADA systems were not designed with public access in mind; they
typically lack even rudimentary security. However, with the advent
of technology, particularly the Internet, much of the technical infor-
mation required to penetrate these systems is widely discussed in the
public forums of the affected industries. Critical security flaws for
SCADA systems are well known to potential attackers. It is feared
that SCADA systems can be taken over by hackers, criminals, or ter-
rorists. Some companies may assume that they use leased lines and
therefore nobody has access to their communications. e fact is that
it is easy to tap these lines.
