INTRODUCTION

Private security in the U.S. employed over one million persons in 1976, and was growing at a rate of over 10 percent per year when the Report on the Task Force on Private Security was published. Relative to its size, little had been written about private security on a national level. Yet the report noted, “There is virtually no aspect of society that is not in one way or another affected by private security.” The Task Force had the mission of improving the quality of private security.
