Levels of Administrative Rights
There are three levels of administrative rights in Office SharePoint Server 2007: farm/ server, Shared Services Provider (SSP), and site. This granular approach is new to this version of the software. Depending on the segregation of administration responsibilities in your environment, you may wish to configure each of these independently.
Farm/Server Administrative Rights
Microsoft refers to this level of administrative rights as "tier 1." This level is usually assigned to your organization's ITsystem administrators. Those with this level of access rights perform tasks such as managing farm-wide settings and farm topology, creating site collections and new web sites, among other tasks.
Users and groups are assigned this level of access by being a member of the local Administrators group on the farm servers.
Shared Services Provider (SSP) Administrative Rights
Microsoft refers to SSP administrative rights as "tier 2." This level is commonly assigned to IT administrators in a particular business unit using the SSP, or sometimes will be assigned to the central IT group, depending upon the IT structure of the organization. SSP administrators can manage all the functionality of shared services across a server farm.
Site Collection Administrative Rights
Microsoft refers to this level of rights as "tier 3." Users defined as "site collection administrators" have full control over all web sites in the site collection. This level of access is not always restricted ...
