SharePoint Online allows you to create two different types of site collections — a private site collection and a public website. A private site collection enables you to create a site in much the same way that you can on your On Premise SharePoint server, whereas a public website is something fairly new and different.
A public website site collection is still SharePoint behind the scenes, but it looks and behaves quite differently than your typical SharePoint site. In an effort to really narrow down the capabilities of SharePoint so that you can easily create that web presence for your company, Microsoft created this experience for SharePoint Online that is not available in the On Premise version of SharePoint.
