In contrast to the self-similar or monofractal behavior in modern network trafc, recent stud-
ies have claimed that measured TCP/IP and WAN ATM trafc ows exhibit a more complex
scaling behavior, which is consistent with multifractals [16]. Multifractal-based trafc model-
ing has more general and broad covering than the monofractal-based one (e.g., self-similar and
