In September 2011, Ted Nordhaus and Michael Shellenberger, the founders of the Oakland-based center-left think tank Breakthrough Institute, wrote an essay for Orion magazine in which they coined a phrase that neatly sums up the worldview of many environmentalists and environmental groups.
