On September 23rd 1990, the popular vote in Switzerland approved
a national initiative of a ten-year moratorium for new nuclear
power plants with a Yes-Fraction of 54.5% of the Swiss voters.
This political signal was interpreted by the authorities to start a
national programme with the name “Energie 2000”. This programme
included political targets especially for the new renewable energies
and energy efficiency.
