Chapter 7. China’s Outsourcing Cities
Since China began moving resolutely toward becoming the world’s leading nation for IT outsourcing (ITO) in 2003, a number of designated outsourcing bases have sprung up to use their various advantages to attract international business. Each has its own benefits and downsides. Some are more accessible but also more expensive; those farther from international points of access may offer greater cost benefits, but a smaller talent pool or less available resources and support.
To guide potential outsourcers who may or may not have the opportunity to visit their China outsourcing partner(s) before making a selection or during a given project, the following descriptions are designed to provide basic background on each of 10 cities that are making their mark on the industry. Included are all ten national software bases.

Software Parks or Technology Zones
Three major software parks have been established in Beijing: Zhongguancun Software Park (zPark), Changping Software Park, and Beijing Industry University Software Park. The biggest and best-known, zPark, is among the country’s largest.[2] Resident companies include Oracle, Siemens, Flextronics, and Wipro.[3]
Top University or Universities
Beijing University and Qinghua (Tsinghua) University are considered the nation’s top two institutes of higher learning. In all, 18 universities in Beijing offer engineering degrees, and 10 offer programming.[4]
