Each solicitation must include instructions to offerors identifying the required format to be used in preparing proposals, and it must list the matters that offerors have to address in their proposals. There are virtually no limiting ground rules—except that the instructions should not conflict with any of the other content in the solicitation. Thus, planners have a wide range of choices in specifying content, format, and media.
