Stewardship offers more choice and local control in exchange for a promise. Otherwise, stewardship feeds entitlement rather than confronting it. The promise that the larger organization requires has to be clear right at the beginning. The stewardship contract both defines and sets limits on what is controlled by whom. The process of defining the contract sets the requirements and the boundaries of the playing field for partnership to be played out; it produces clarity about customers, value added, key results, basic structure and constraints, guiding principles, and difficult issues.
