An Effective Implementation Framework

Here is a model that you can use to help you create an effective plan for implementing the strategic staffing/workforce planning process in your organization (see Figure 11-1). Whenever an organization is implementing a new process, it must balance two separate parameters: scope and impact.

  • Scope. Think of scope as the size of the group to be included in the process. It might be defined in terms of the number of jobs, job levels, locations, functions, or organization units. Usually, scope is not defined in terms of the number of individuals. Simply defined, you could implement this process for “a few” jobs or units, for “many,” or for something in between.
