The thing about discussing fortune is that we tend to forget about the things under our control. Machiavelli's in no doubt about this in Chapter 25: for example, take Italy's medieval dykes. The thing is, he points out, rivers tend to flood. But Italian rivers flooded year after year, and each year they caused enormous amounts of devastation and weakened the states through which the rivers ran. They were the ‘leaves on the line’ of sixteenth-century Florence.
