While the terms hazard and risk are sometimes used interchangeably, there is a vitally important difference between them. A hazard is a source of danger; risk is the probability that the hazard will cause an event. In the case of safety, the consequences of an event can range from nothing more than a minor near‐miss to a fatality.
Safety rules are built around known hazards. Unfortunately following the rules doesn't guarantee safety, as there are plenty of ways to get hurt that fall outside the rules. For the hazards most likely to send a follower home hurt or hurting, a supervisor needs to understand what creates a hazard and know where to look for hazards, how to look, and what to look for.
