criteria have to apply to all bioliquids (Recitals 65, 66, 67). The directive’s Article 17 “Sustainabil-
ity criteria for biofuels and bioliquids” underlines that only bioliquids meeting the sustainability
criteria may be counted towards the national targets of the directive. As a basic overall approach
the directive allows only for liquids with at least 35% of greenhouse gas savings compared to
