4.1 INTRODUCTION
The European Union (EU) has established a set of targets for renewable energy, energy efficiency
and reduction of greenhouse gas emissions for the year 2020. Whilst the transposition and imple-
mentation are work in progress one can assume that the political frameworks on EU and national
levels are in the first place able to deliver those 2020 targets. However, a wide spread lack of
ambition leads to the conclusion that all three targets are still under threat.
