On the positive side, the Low Carbon Roadmap finds that the EU-ETS will be critical for driving
decarbonisation of the electricity sector. The need for a long-term predictable and sufficiently
high carbon price is highlighted, which may require reforms of the instrument and additional
tools, such as energy taxation. The crucial role of demand side efficiency and particularly the
“significant use of renewables” (page 7) is emphasized.
For the transport sector, the roadmap foresees a critical role of improved fuel efficiency, at
