Chapter 14. Conclusion
QoS has multiple important aspects: technical, commercial, and regulatory. Without a big picture, QoS can be like the old metaphor of the elephant to the blind—what it is like depends on which part you touch. Because modern people are highly specialized, few people have the opportunity to develop a comprehensive view on QoS. As a result, contemporary QoS wisdom has been too focused on CoS and traffic management, and has not paid sufficient attention to some other important factors, especially the commercial and regulatory ones.
On the commercial side, contemporary QoS wisdom takes it for granted that if NSPs offer a higher CoS than Best Effort, some business or consumers will see the higher CoS's value and will buy it. ...
