For many years, some states have offered incentives for their citizens to purchase long-term care insurance. The reason is straightforward—if someone has LTC insurance, he or she is less likely to be on Medicaid. Medicaid is a government program to pay the health and LTC costs of the poor (as discussed in Chapters 21-24); about half of the Medicaid payments come from state taxes.
