Background
The Government of Uttar Pradesh (GoUP) is in the process of formulating the Uttar Pradesh State Roads Project (UPSRP). The aim of the project is to improve the performance of the state's road transport by improving road conditions and capacity, along with the development of the in-house capabilities of the Public Works Department (PWD) to plan, develop and maintain the Uttar Pradesh roads network. PWD is the lead GoUP agency for the project. A strategic options study (SOS) was carried out by local consultants in May 1996 for the PWD.
