The Strategy Alternative Matrix
The Strategy Alternative Matrix (SAM) is the core tool for framework design (Figure 10.1). It is the “species” that is evolved. It focuses the team on finding the best alternative with the least amount of data and analysis. The SAM brings together framework alternatives (each with a unique strategy), fitness criteria for judging the alternatives, and assessments of the alternatives against the fitness criteria. You evolve the SAM until one of the alternatives emerges as compelling enough—fit enough—to carry toward completion of the implementation package that you will use to guide implementation.
