Questions still arise on how to further summarise the data from the factors above to create an overall ranking for each of the 18 countries. The following table summarises the data and the rankings in a different format.
The countries have been divided into four tiers (as described below). Readers can adapt this model according to their own perspective in several ways. Altering the ranks of each country will produce different results. Shifting the weight of each factor will impact its importance in calculating the final score.
The model is particularly sensitive to factors with relatively high weights, like innovation and technology, and can be manipulated to test the durability of a thesis.
