Flash With Slow Shutter Speeds

Using a slow shutter speed to let low-level ambient light register, (combined with a burst of flash to get a well-lit and sharp central point of focus), is a well-used technique for nighttime, dusk, or interior shots.

The same technique can also be used outside on a bright day to capture a moving subject. Instead of using a slow shutter speed simply to let the ambient light register, you can use it to get a degree of motion blur for creative effect—for example, to create an impression of speed or movement.
