Unfortunately, economies will likely continue to trend in boom and bust cycles. There is nothing that can be done to prevent this. However, we can chose not to mirror economic cycles in our fiscal strategy. We all love a budget flush with cash, but this situation rarely lasts more than a few years at best as cycles of bubbles and recessions in the economy repeat, and then dread the fallout of severe budget reductions. The Great Recession starting in 2007 has also taught us that down cycles in the economy can last for years rather than bouncing back quickly once signs of economic recovery appear on the horizon.
