9.1 General
The role of carbon emissions in climate change makes clear the
necessity for a global reconsideration of energy production (Eisler 2012).
Four technologies are currently under consideration: nuclear power,
carbon capture and storage, wind power and geoengineering
(Poumadere et al., 2011). All of these approaches are often socially
controversial and present complex challenges of governance. Support
