I now turn to the second function of project management, managing project organization. This is also a mandatory function: Without an organization there are no resources to undertake the project. Through the organization the manager defines the type and level of resource input required to achieve the project's objective. Once the organization has been defined, the project team can determine how much the project will cost and how long it will take, thus providing a baseline for managing quality, cost, and time.
