Communication is more than what you write or say to educate your employees about policy. It also encompasses how individuals verbalize their discomfort in a harassing situation.

Two questions must be answered. What do I do if I feel I have been harassed? What if my direct approach doesn't work?

The first approach involves telling the person to stop the activity in question. As I said earlier, do not expect change until you have set the expectation for it. Basic reinforcement theory states that if you want to decrease the likelihood of something reoccurring, extinguish it.
