Question: Who should use an outline?

Answer: Anyone who wants to make sure that the speech is organized logically and that it is both complete and proportioned. Are there people who write speeches without using an outline? Yes. But it’s a pay-me-now-or-pay-melater proposition. You can either create order up front and then move forward or create order later. But, you must provide order at some point if you want the audience to understand and enjoy your speech.
