There is often tension between the short-term tactical and the longer-term strategic perspectives.
I once worked in a country area that hosted several open-cut coal mines. They used the coal to generate electricity, so the coal companies held the view that they might as well use their own power (at cost-price) to drive their coal-face dredges. That seems pretty sensible, when compared to buying another type of fuel and transporting it huge distances.
