elements. The idea here is that a constructed performance model can also
be used to drive a required work or task model.
This translation from performance model to work model is especially
well illustrated in some of the literature associated with emergency response
efforts to natural disasters. Curry (1999), for example, argues that the
essential priorities in the initial phase of any emergency famine response
operation are those that successfully address malnutrition, measles, and
diarrhea. In our usage, malnutrition, measles, and diarrhea would be major
KPDs, albeit negative ones.
