Link Cost (or Interface Cost) is specied for each interface and is used as the basis
for the shortest path calculation. The Interface Cost represents the cost of routing an
outbound packet via this interface. The inbound cost is not specied and is taken to
be the outbound cost on the other side of the link. The Interface Cost can be speci-
ed either as an integer value or as computed based on the Reference Bandwidth and
