One of the rst steps toward the creation of a high-performance,
process-focused organization, aer the purpose is clearly set, is to create
a Navigational Scorecard to measure the success of each action and the
ability of that action to move us closer to the purpose. To create naviga-
tional measures, here are some basic guidelines:
• e test of a good measure is to ask if the measure helps in under-
standing and improving performance.
